Accounts and Finance Unit

Objective

To provide financial management and bookkeeping services for the Sector

This Unit will perform the following activities:-

Salaries

  1. Prepare  payment for salaries including statutory deductions;
  2. Payroll management;
  3. Budget for personnel emoluments;
  4. Prepare pension papers; and
  5. Maintain records.

Cash Office

  1. Submit voucher list to the Treasury;
  2. Collect all cheques from Treasury;
  3. Bank cash and cheques;
  4. Prepare monthly flash report;
  5. Pay cash/cheques to employees/customers (service Provider);
  6. Batch paid vouchers;
  7. Maintain cash book;
  8. Record/ reconcile all imprest issued; and
  9. Prepare and effect all payments.

Revenue

  1. Collect all revenues;
  2. Manage the revenue according to regulations and guidelines;
  3. Collect annual rent, application fees and other impositions; and
  4. Bank reconciliation.

Pension

  1. Prepare pension papers; and
  2. Maintain pension records.

Budget

  1. Prepare budget; and
  2. Monitor allocations and expenditure;
  3. Prepare Final Accounts and other Financial Statements.

Pre – Audit/Examination

  1. Verify proper documentation to support vouchers including authorization according to regulations;
  2. Scrutinize financial documents to ensure adherence to the relevant acts, regulations, circulars etc; and
  3. Reply all Audit queries raised during the previous financial year.

This Unit will be led by a Chief Accountant

Internal Audit Unit

Objective

To provide advisory services to the Accounting Officer in the proper management of Resources.

This Unit will perform the following activities:-

  1. Review and report on proper control over the receipt, custody and utilization of all financial resources of the Ministry;
  2. Review and report on conformity with financial and operational procedures laid down in any legislation or any regulations or instructions for control over the expenditure of the Ministry;
  3. Review and report on the correct classification and allocation of revenue and expenditure accounts;
  4. Develop audit procedures to facilitate compliance with international standards annually;
  5. Review and report on the reliability and integrity of financial and operation data and prepare financial statements and other reports;
  6. Review and report on the systems in place used to safeguard assets, and verify existence of such assets;
  7. Review and report on operations or programs to ascertain whether results are consistent with established objectives and goals;
  8. Review and report on the reactions by the management to internal audit reports, and assist management in the implementation of recommendations made by reports and follow-up on the implementation of recommendations made by the Controller and Auditor General;
  9. Review and report on the adequacy of controls built into computerized systems in place in the Sector;
  10. Prepare and  implement Strategic Audit Plans; and
  11. Conduct performance audits on appraisal of development projects.

This Unit will be led by a Chief Internal Auditor.

Legal Services Unit

Objective

To provide legal expertise and services to the Sector.

This Unit will perform the following activities:- 

  1. Provide legal assistance to Sector’s Divisions and Units and entities under the Ministry on interpretation of laws, terms of contract, terms of agreements, privatization agreements, procurement contracts, guarantees, letters of undertaking, memorandum of understanding, consultancy agreements and other type of agreements, and other legal documents;
  2. Provide technical support in preparation of legislative instruments including enactments of Parliament and subsidiary legislation(s) and forward to the Attorney General’s Chambers;
  3. Oversee negotiations of Transportation sector;
  4. Provide legal advice to the Ministry and its institutions;
  5. Participate to various negotiations and meetings that call for legal expertise on transportation sector;
  6. Translate legislations within the transportation sector;
  7. Liaise with the Attorney Generals Chambers on litigation of civil cases and other claims involving the Ministry; and
  8. Provide technical support to Attorney General’s Chambers on review of various legal instruments such as orders, notices, certificates, agreements and transfer deeds.

This Unit will be led by a Director.

Information and Communication Technology Unit

Objective

To provide expertise and services on application of ICT to the Sector.

This Unit will perform the following activities:-

  1. Implement e-government Act No 10 of 2019;
  2. Develop and Coordinate Integrated Management Information System for the Sector;
  3. Ensure that hardware and software are well maintained;
  4. Coordinate and provide support on  procurement purchase of software and hardware in the Sector;
  5. Establish and Coordinate use of Electronic mail communications on LAN and WAN; and
  6. Carryout studies and propose areas of using IT as an instrument to improve service delivery to the whole Sector;

This Unit will be led by Head of ICT Unit

Procurement Management Unit

Objective

To provide expertise and services in procurement, storage and supply of goods and services for the Sector.

This Unit will perform the following activities:-

  1. Advise the Management on matters pertaining to the procurement of goods and services and logistics management;
  2. Monitor adherence to procurement process and procedures as per Public Procurement Act;
  3. Develop an annual procurement Plan for the Sector;
  4. Procure, maintain and manage supplies, materials and services to support the logistical requirements of the Sector;
  5. Maintain and monitor distribution of office supplies and materials;
  6. Maintain and update inventory of goods, supplies and materials;
  7. Provide Secretariat services to the Tender Board as per Public Procurement Act;
  8. Set specifications/standards for goods and services procured and monitor adherence to them to ensure value for money; and
  9. Prepare action plan, progress reports and budgets for the Unit.

This Unit will be led by a Director.

Government Communication Unit

Objective

To provide to the Sector expertise and service in information, communication and dialogue with public and media.

This Unit will perform the following activities:-

  1. Produce and disseminate documents such as brochures, articles, newsletters etc to inform the Public on Policies, programmes, activities and reforms undertaken by the Sector;
  2. Coordinate press briefings for the Sector;
  3. Engage in dialogue with the Public as well as media on issues concerning the Sector;
  4. Promote ministerial activities programs and policies;
  5. Coordinate preparation of Sectoral and ministerial papers for workshops and conferences;
  6. Coordinate preparation and production of ministerial articles and news papers;
  7. Up-date sectoral and ministerial information in the website; and
  8. Advise Divisions, Units, extra Ministerial and non commercial Public Institutions on the production of various documents.

This Unit will be led by Head of Government Communication Unit

Monitoring and Evaluation Unit

This Unit will perform the following activities:-

  1. Monitor and evaluate implementation of the Sector 's Annual Plans and Medium Term Strategic Plan;
  2. Prepare periodic performance reports;
  3. Collect, study and analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals;
  4. Provide inputs in preparation of plans, programs and budgetary activities in the Sector including establishment of performance targets and indicators;
  5. Provide technical advice including institutionalization of M&E process;
  6. Oversee performance contracting;
  7. Undertake research and impact studies of plans, projects and programs undertaken by the Sector;
  8. Undertake service delivery surveys to collect stakeholders/clients views on services rendered and advise management accordingly;
  9. Coordinate mid-year and annual performance reviews; Coordinate collection, analysis, interpretation and presentation of Sectoral data and statistics;
  10. Be custodian and focal point of Sectoral statistics; and
  11. Monitor performance of Institutions under the Sector.

This Section will be led by an Director.
