Wizara ya Uchukuzi inaundwa na Idara Tano (5) ambazo ni:

Directorate of Transport Services

Objective

To provide expertise and support in the management of four modes of transport services (road, railway, air and maritime) and meteorology services. 

Functions

  1. To develop, monitor, evaluate and review transport policies, legislations, regulations, guidelines and standards for improving efficiency and making transport sector more responsive to the present and future requirements of the country;
  2. To monitor and evaluate performance of transport sector including Authorities, Executive Agencies and other Public Institutions under the  Sector and transport implementing authorities/agencies;
  3. To formulate and submit National Master Plan for transport development to the Government; and to coordinate the implementation of Local Master Plan for Transport Development in accordance with the National Master Plan;
  4. To facilitate implementation of International Conventions, Protocols and Agreements regarding transport sectors; and
  5. To build capacity of institutions under the Sector.

The Division will be led by a Director and will comprise four (4) Sections as follows:-

  1. Roads Transport Services Section;
  2. Railway Transport Services Section;
  3. Maritime Transport Services Section; and
  4. Air Transport and Meteorology Services Section

Road Transport Services Section

This Section will perform the following activities:

  1. Initiate/formulate and review policies, legislations, standards and strategies for the development of Road Transport Services;
  2. Oversee and coordinate performance standards related to Road Transport Services;
  3. Advise, coordinate, monitor and evaluate on development corridors issues pertaining to transport services;
  4. Conduct specialized studies on  Road Transport conditions;
  5. Identify and advise on potential areas for restructuring, divestiture, commercialization and privatization of Parastatals in the Road Transport sub-sector;
  6. Provide inputs in the preparations of Urban Transport Master Plan and monitor its implementation;
  7. Provide advice on Bilateral and Multilateral Road Transport Services Agreements;
  8. Monitor training institutions related to Road Transport to ensure compliance to  standards;
  9. Provide advice on ratification and acceding to International Conventions, Protocols and agreements regarding Road Transport;
  10. Monitor and evaluate performance of institutions falling under the Ministry and prepare reports; and
  11. Identify and advise on areas for capacity building for professionals in the sub – sector.

This Section will be led by an Assistant Director

Railway Transport Services Section

This Section will perform the following activities:

  1. Initiate, formulate and review policies, legislations, standards and strategies for the development of Railway Transport services;
  2. Oversee and  coordinate performance standards related to Railway Companies, Authorities and Agencies;
  3. Advise on new investment requirements on the sub-sector and prepare proposal for the mobilization of financial resources;
  4. Advise and facilitate the establishment of Urban Commuter trains and monitor its operations;
  5. Provide inputs in the preparations of the National Railway Transport Master Plan and monitor its implementation;
  6. Conduct specialized studies on Railway Transport conditions;
  7. Oversee and coordinate performance standards related to Railway Transport services;
  8. Identify and advise on potential areas for restructuring, divestiture, commercialization and privatization of Parastatals in the railway transport sub-sector;
  9. Initiate regulatory and legal framework on Railway Transport;
  10. Monitor and evaluate the performance of Railway Transport services; and
  11. Provide advice on ratification and acceding to International Conventions, Protocols and agreements regarding Railway Transport.

This Section will be led by an Assistant Director.

Maritime Transport Services Section

The Section will perform the following activities:

  1. Initiate/formulate and review policies, regulations, legislations, guidelines and strategies for Ports, Terminals, Inland Waterways and Shipping services;
  2. Analyse and advise on ratification and acceding to International Conventions, Protocols and Agreements regarding Maritime Transport;
  3. Monitor and evaluate the performance of Authorities, Agencies, Companies rendering Ports and Commercial Shipping services;
  4. Identify and advise on potential areas for restructuring, divestiture, commercialization or privatization of Parastatals in Maritime Transport sub sector;
  5. Monitor training institutions related to Maritime Transport to ensure compliance to  standards;
  6. Provide advice on the Bilateral and Multilateral agreements regarding Ports and Commercial Shipping services;
  7. Identify and advise on areas for capacity building for professionals in the sub–sector; and
  8. Provide inputs in the preparations of the Ports Master Plan monitor its implementation.

This Section will be led by an Assistant Director.

Air Transport and Meteorology Services Section

This Section will perform the following activities:-

  1. Initiate/formulate and review policies, regulations, legislations, guidelines and strategies for Civil Aviation and Meteorology;
  2. Identify and advise on potential areas for restructuring, commercialization and privatization of Parastatals under the sub sector;
  3. Provide advice, monitor and evaluate implementation of ratified and acceded International Conventions, Protocols and Agreements in Aviation and Meteorology;
  4. Monitor and evaluate the performance of Authorities, Agencies, Companies rendering Air Transport and Meteorology services;
  5. Provide advice  on Bilateral and Multilateral Air and Meteorogical Services Agreements;
  6. Identify and advise on investment requirements on Air Transport and Meteorology;
  7. Advise and monitor development of new airports/aerodromes and meteorological centers;
  8. Monitor and evaluate the performance of Authorities, Agencies and Parastatals providing Air Transport and Meteorological services;
  9. Identify and advise on areas for capacity building for professionals in the sub – sector; and
  10. Provide inputs in the preparations of the Civil Aviation and Aerodromes Master Plan and monitor its implementation.

This Section will be led by an Assistant Director.

Directorate of Transport Infrastructure

Objective

To provide expertise and support in the construction, development and maintenance of Transport Infrastructure namely Airports, Railways and Ports.

Functions

  1. To develop, monitor, evaluate and review implementation of policies, guidelines and standards for Railways, Port and Airports infrastructure development and maintenance;
  2. To supervise the implementation of Ports, Railways and Airports  Master Plan;
  3. To monitor and evaluate the performance of Authorities, Agencies, Companies involved in Transport Infrastructure;
  4. To undertake technical audits on development and maintenance programmes of transport projects;  and
  5. To monitor railways, ports and airports construction services.

The Division will be led by a Director and will comprise two (2) Sections as follows:-

  1. Ports Infrastructure Section; and
  2. Railway Infrastructure Section.

Ports Infrastructure Section

The Section will perform the following activities:-

  1. Prepare and review policy, legislations, regulations technical standards and specifications and guidelines for development and maintenance of Sea Ports and Inland Ports;
  2. Undertake technical audits on development and maintenance programmes of Sea Ports and Inland Ports;
  3. Facilitate the implementation of Ports Master Plan;
  4. Monitor and evaluate Ports development/rehabilitation projects.

This Section will be led by an Assistant Director.

Railway Infrastructure Section

This Section will perform the following activities:-

  1. Prepare and review policies, legislations, regulations, guidelines, technical standards and specifications for the development and maintenance of railways;
  2. Monitor and evaluate railways construction and maintenance works;
  3. Identify and advise on the use appropriate labour based technology, standards, specification, manual and guidelines for railway works; and
  4. Initiate, prepare and monitor the implementation of Railways Transport Master Plan.

This Section will be led by an Assistant Director

Directorate of Transport Environment and Safety

Objective

To provide expertise on transport safety and environmental management in a sustainable manner.

Functions

  1. To prepare and review policies, legislations, regulations and standards related to environment on transport monitor and evaluate their implementation;
  2. To coordinate Air Transport accident investigation;
  3. To promote safety and best practices within the Aviation community;
  4. Develop legislations and organization framework related to air accident investigation;
  5. To monitor and evaluate programmes for transport  sectors;

This Division will be led by a Director and will have two (2) Sections as follows:-

  1. Air transport Accidents Investigation Section; and
  2. Safety and Environment Section.

Air Transport Accidents Investigation Section

This Section will perform the following activities:-

  1. Undertake aircraft  accidents and incident investigations;
  2. Develop legislations and organization framework related to air accident investigation in compliance with the standards and recommended practice set out in annex 13 to the Chicago Convention;
  3. Coordinate Local and International Agencies on air accident investigation with; and
  4. Promote safety and best practices within the Aviation community.

This Section will be led by an Assistant Director/Chief of Aircraft Accident Investigation

Safety and Environment Section

This Section will perform the following activities:-

  1. Prepare and review policies, legislations, regulations and standards related to environment on transport monitor and evaluate their implementation;
  2. Coordinate transport sectors on environment awareness campaigns;
  3. Initiate, monitor and evaluate programmes for transport  sectors;
  4. Monitor transport damages in the country and advise on preventive measures;
  5. Coordinate and collaborate with other stakeholders on disasters management issues related to transport industry; and
  6. Analyze and advise on Bilateral, Regional and Multilateral conferences on transport  environmental related issues in the infrastructure sector

This Section will be led by an Assistant Director

Directorate of Policy and Planning

Objective

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

  1. To coordinate preparation of Ministerial policies and monitor their implementation and carry out their impact assessments;
  2. To analyse policies from other sectors and advise accordingly;
  3. To coordinate preparations and implementations of Sector plans and budgets;
  4. To carry out monitoring and evaluation of the Sector’s plans and budgets and prepare performance reports;
  5. To carry out research, assessments and evaluation of Sector plans and provide a basis for making informed decisions on the future direction of the Sector;
  6. To encourage and facilitate the provision of services by the Private Sector in the Sector;
  7. To oversee performance contracting;
  8. To coordinate preparations of Sector contributions to the Budget Speech and Annual Economic Report;
  9. To institutionalise strategic planning; budget; and monitoring and evaluation skills in the Sector;
  10.  To oversee performance contracting and
  11. To ensure that Sector plans and budgets are integrated into the government budgeting process.

This Division will be led by a Director and will comprise two (2) Sections as follows:-

  1. Policy and Planning Section;
  2. Monitoring and Evaluation Section.

Policy and Planning Section

This Section will perform the following activities:-

  1. Coordinate formulation, review, implementation and monitoring of Ministry’s policies; and ensure they are consistent with national policies, frameworks and strategies;
  2. Review and advise on policy papers prepared by other Ministries;
  3. Carry out research and impact studies of ministerial policies and provide a basis for making informed decisions on the future direction of the Sector; and
  4. Compile implementation reports on Ruling Party Manifesto and Parliamentary Committee reports.
  5. Coordinate formulation and preparation of the Sector 's medium term strategic plan, annual action plans and budgets;
  6. Compile reports on Sector projects, programmes and Action Plans and Develop strategies for resource mobilization;
  7. Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the Sector;
  8. Prepare memorandum of understanding for projects and programs for international financing;
  9. Coordinate the preparation of Sector budget speech; and
  10. Participate in analysis of outsourcing of non-core functions (Private Sector Participation).

This Section will be led by an Assistant Director.

Directorate of Administration and Human Resource Management

Objective

To provide expertise and services on human resources management and administrative matters to the Ministry

Functions

  1. To advice on administrative and human resources matters;
  2. To provide strategic inputs on Administration and Human Resources Management issues such as recruitment, human resources development and training, promotion, discipline, retention, motivation, performance management and welfare;
  3. To ensure optimal, efficient and effective management  and utilization of human resources in the Ministry;
  4. To provide a link between the Ministry and the President’s Office Public Service Management on operationalisation of the Public Service Management and   Employment Policy and relevant Public Service Acts; and
  5. To oversee employee’s welfare.

The Division will be led by a Director and will comprise two (2) Sections as follows:-

  1. Administration Section; and
  2. Human Resources Management Section.

Administration Section

This Section will perform the following activities:-

  1. Interpret and ensure adherence to Public Service Regulations, Standing Orders and other Labour laws;
  2. Facilitate employee relations and welfare including health, safety, sports and culture;
  3. Provide registry, messengerial, courier services and manage office records;
  4. Handle  protocol matters; Facilitate provision of security services, transport and general utilities;
  5. Facilitate maintenance of office equipment, buildings and grounds;
  6. Coordinate implementation of ethics and value promotion activities;
  7. Coordinate implementation of diversity issues;
  8. Coordinate implementation of private sector participation, Business Process Improvement and Client Service Charter in the Sector; and
  9. Advise on organizational efficiency of the Sector.

This Section will be led by an Assistant Director.

Human Resources Management Section

This Section will perform the following activities:-

  1. Carry out human resources planning and development;
  2. Coordinate staff recruitments, selections, placements, confirmations, promotions and transfers for the Sector;
  3. Prepare Annual Personnel Emolument estimates and administer salaries and process payrolls;
  4. Coordinate implementation of Open Performance Review and Appraisal System (OPRAS);
  5. Oversee employee’s benefits (pension, allowances etc) and entitlements;
  6. Oversee services related to separation from the service (retirement, resignation, etc); and
  7. Serve as a Secretariat to the Appointment Committee.
